Council halls in the north set clear limits, and it pays to know them before choosing décor. Hume City Council's Craigieburn Community Hall on Potter Street, for example, is a smaller room for up to around 80 people, and at the time of writing its hire conditions rule out helium balloons, candles, smoke machines and confetti cannons, and don't allow anything fixed to the walls.
